As a former long-haul trucker, the EASY way is to have a series of NON-REFUEL situations in the Midwest. No Credit Card NO FUEL OR an "Unlucky" series of Power Failures enroute. NO Power No Refuel and you and your "Convoy" is stuck in the Midwest hoping for a Balmy Weather event until the Powers that BE choose to allow you fuel. You can freeze to death in your rigs awaiting what rescue?
I'll leave it to those QUIET Folks to decide just what series of actions would really shut down the Imperial City forcing them to expend ALL their efforts to protect, control and Berlin Airlift EVERYTHING to keep it running.

Looking them over, many are current serving or former military and a couple are some variation of high-speed low-drag elite forces ninjas. Or just funny as all.
