Probably Paxton putting Abbott up to this.

Abbott is at best a right-of-center GOPer, he is not a Trump acolyte. But he can read the general mood of the country, and of Texas citizens in particular.

He knows who is buttering his tortillas...

The best I've ever been able to say about Abbott is that he can generally be persuaded (quotes might be implied) to do the right thing. My fervent wish is that someday "real soon now" he won't require persuading. Not gonna hold my breath, but as long as Paxton is directing things behind the scenes and Abbott stays out of his way, this might turn out for the best. Now if we could just get rid of Phelan in the TX house, life would be a bit better down here.
