Pres. Trump signed an order authorizing calling up USMCR units for duty if requested by the state governor(s) involved, for duty in support of a declared disaster.
Y'know, like floods, blizzards, hurricanes, tornadoes, earthquakes, etc.
The last time that happened, AFAIK, was during the Rodney King riots in L.A. in the 1990s.
As a rule, governors call up their Notional Guard units first and last, they don't call SecDef and ask for the Marines unless all hell has broken loose.
But, as anyone with an IQ higher than their shoe size, and/or 5 seconds' time in the actual military can tell by reading the order, no one has been called into active duty by it.

Anyone seriously peddling the twaddle that this is "to thwart a coup attempt", and that the entire Marine Corps Reserve has thereby been called into active duty, needs to untwist their tinfoil hat about 42 sizes, after they pull their head out of their fourth point of contact.

The Posse Comitatus Act will still apply to USMCR units, as it does to every military unit EXCEPT the Guard in state service.

Nothing new. There have been arrangements to call up specialized reserve units to support state authorities in the event of a WMD event for years.
Oh, I missed it in the article, are the Reserve Jarheads to report to the FEMA Detention centers in old rail yards and closed WalMarts?
As an aside, if a Governor calls up National Guard units you know it's a real SHTF situation. Guard resources are the most expensive available to a state and they tend to want to use other state and local resources up first before the task a Guard unit.
Most people know very little about the military and will believe just about anything.

Note to the black helicopter crowd still freaking about a Federal department that has a dozen law enforcement bureaus underneath its purview buying millions of rounds of ammunition, this order is for CONTINGENCY operations, i.e. it provides a framework around which X happens in the event of Y occurring.
How many of you remember US Navy helos participating in airlift operations post Katrina? This order is to set up a frame work around which the Marine Corps Reserve can be activated for a similar situation.

I suggested to them that they contact BG Shipley's office & ask for the address of where to send the freakin' GET WELL CARD for his certain suffering of writer's cramp. Since they obviously have no clue as to how many recurring/standing orders need to be resigned & republished by a GO in such position, to the point that they resemble an event horizon.

This is a "money thing". The USG fiscal year starts on 01 October each year. The order, which is used to call up USMCR to assist in a disaster...i.e. we are in "hurricane season" now is essentially a funding document against which these Marines would be paid for whatever time they are called up for. The previous order expired at the end of the last Fiscal Year, 30 September, so a new one is needed. There are probably similar documents pertaining to the Army, Naval and Air Force Reserves all of whom also can provide support in a declared disaster if needed and called for.

Posse Comitatus does NOT apply to the Navy and its subsidiary Marine Corps.
It only applies to the Army and, by extension, the Air Force.
Posse Comitatus does NOT state that Soldiers cannot be used for internal affairs. It simply states that when so used, they are not immune from prosecution or lawsuits resulting from their actions.
I encourage y'all to look up via a GOOGLE search Posse Comitatus - Joseph Trevithick (spelling aprox) He wrote the guiding monograph ON PC. Y'all MIGHT learn a few things.

Yes, the punishment provisions do not mention the Sea Services, but USMC are certainly Federal forces. Yes, Marines guarded the U.S. Mail at one point, but guarding the mail is not exactly law enforcement, Neither is providing Motor Transport.

Since the CG MARFOR was a one-star, I suspect they were subordinated to CA TAG as well in 92, but don't know and frankly don't care. Pretty sure no one disarmed the Koreans, which would have been stupid (as in Katrina stupid, illegal and wrong)

The Marine Corps job is to kill people and break things.
They should not be used as aid workers, police, or for rescuing people during natural disasters.
There are other people better trained to do those things.
I understand that flight time is useful training for pilots, but let the Marines be warriors and train as warriors and not emergency services personnel.
On the other hand, the DIs who ran Motivation Platoon might prove useful, short term, in correcting the behavior of some folks. :-)
Not entirely true.
I have first-hand experience with a Force Troops platoon that provided potable water to an earthquake community of 3000 displaced shelterers.
There is a place in relief operations for all the services, and sometimes a suitable need.
Nonetheless, that's still a far cry from "fully mobilized into active duty" and "gearing up to thwart a coup", or any other such silliness.
