There's always the proverbial double-standards:
Monarchs (even civilian ones) are always (assumed to be) "above" the restrictions imposed upon the "average Joe/Jane" (as a general rule).
The "little guys" are expected to be honest, moral, self-restrained, and law-abiding---while still finding themselves subject to character defamation by those upper-echelon (some who partake of the kind of shenanigans mentioned here) who look down on them as being "uncouth", "unrefined" and "feral".
Only as a general rule, Ted. The concept of noblesse oblige hasn't been totally forgotten.
(Though human nature being what it is, the general rule you cite is guaranteed to be 99+% correct.)
