It's a common theme in prepper/post apoc fiction that the inmates are released just as law and order collapses.
On one hand, most of them don't have life sentences, and shouldn't die there. On the other, most of them are there for a REASON. By the time you make it to prison, you've proved your lack of worth to society.
Tough call, but I'll bet the jails are emptied of drug offenders and hopefully only non-violent offenses.
Already there are places where the cops aren't making new arrests.
What cop, who is not issued PPE, is going to arrest someone, who may or may not have the Kung Flu, and put them in the back seat of his patrol car and drive to the jail? Would he chance bringing the Kung Flu home after his shift?
What jailer is going to accept a prisoner into the jail, that is not medically cleared to go into the jail? Where would the 14 day quarantine take place before the suspect is released to the jail?
The answer is no one is getting arrested and booked into the jail short of a homicide. This means some very spicy times on the street and in the hood soon

Unfortunately, the number of brain cells and their interconnections entailed in that much thinking is several orders of magnitude above that of the policymakers. The enforcers, bereft of indoctrinating ejumakashun, like wildlife, have not had their survival instincts dumbed down, and appear intelligent.
Not counting the news outlets or websites along the full range of accuracy and veracity, I follow multiple actual individuals' handwritten blogs. (Bot news aggregators don't thrill me.) Looking them over, many are current serving or former military and a couple are some variation of high-speed low-drag elite forces ninjas. Or just funny as all. Because life without humor is just despair. So in other words, the same folks I trusted in the military not to wet the bed, sh*t themselves, or otherwise run around like headless Nancys, are the same folks I trust on the interwebz, for demonstrating pretty much the same trustworthiness and circumspectly responsible behavior. Color me shocked.

There is a map and you can drill down. HFD has 179 exposed but only 1 in quarantine. How does that work? Maybe not so well.
