I joked with one of them that perhaps our defense contractors are playing both sides of the street, as was the case when I worked for a US military vehicle manufacturer some years back. He sighed and said that nothing these days would surprise him.
One thing to remember about the Soviets is that every manufacturing plant was an armaments plant. If the name was 'Tractor Factory #SSDD', all that meant was that the plant happened to also have a line that produced tractors.
The other thing to remember is that the Soviet system died 31 years ago, and that plan is no longer operative. And 99% of everything Russia makes is shit, because there's no incentive for getting it right, nor for rocking the boat by whistleblowing when it's crap.
