Can't be sure as to the reasoning for the felony charge, but since the recent Oxford High School shooting in Michigan anyone in any government, administrative or law enforcement capacity is in no mood to tolerate anything that may be however remotely related to behavior, however much formally typical childhood behavior, involving anything that can be described by the term "shooting" by boys of any age. Shooting spitballs or shootinging a rubber band in the classroom would probably get a school administrative and from there escalate to a police response these days.
I am guessing the felony charge is to keep the young lad from ever legally owning a firearm as an adult.
The 15 year old shooter in the Oxford High School shooting and the apparent actions of the parents https://www.google.com/search?q=oxford+high+school+shooting has really angered a lot of people, so that the prevailing attitude at the moment seems to be to come down hard at any suggestion of what could even by the most far reaching excuse of a suggestion of anything that can be defined as possible "future shooter" behavior.
As a side note, I recently discovered that you now need to provide proof of age verification to buy ammo online in the form of sending them a picture of your photo ID with your name and date of birth legible if you live in Michigan.
This doesn't have anything to do with gun safety since everyone knew that was a water ball gun and its doubtful it could cause severe injury even fired from a car It probably moral panics over drive by shootings and school shootings.
The US is a police state in many ways and gross overcharging and often over sentencing for crimes is the norm in many parts of the country. And no I'm not suggesting what parts of Califrutopia are doing either . Balance in all things.
The culture of impunity is the big cause, there will never be consequences for this probable kind misconduct and the fact that the US is incapable of a high functioning government anyway.

Which underlines that the Four Good Ideas are not immutable laws of the physical universe in all cases, and context means everything.
But when you throw common sense and context under the bus to have your way in a jackassical jihad against reason, you're left without a legal leg to stand on when one's own recockulous standards come back in exactly the same way and bite them in the ass.
And that was the whole point of bringing the example up, courtesy of one of the most strident defenders of such silliness.

I've seen that requirement on some websites, but many don't require it.
Aesop, FWIW I freely admit I know jack about the Baldwin shooting and have no opinion on it.
Wasn't there, never been on a movie set or handled a prop gun in my life. Hell I barely watch cinema or TV .
As for the case above, when you have the so called weapon in you hand can look at it and know its not a lethal weapon, its almost certainly over charging.
If someone has done what many have done with Baldwin case and made a guess without any facts? I think you and I agree.
I'll caveat that those water pellet guns might be more dangerous than I think in which case it makes some sense. That kind o device isn't a weapon but its not a super soaker either.
