Sorry to break it to you, but the NYSlimes talks out of both sides of its mouth, 24/7/365/100 years and counting. The fact that they're covering their bets on this move is illuminating in the extreme.
That's just a guest essay in the opinion section from a senior editor at Reason. Hardly indicative of an editorial position for the NYT. They're not covering a damn thing and, as already pointed out, clearly haven't been "lost" in terms of their editorial staff supporting mandates.
Sorry to break it, but the front page of the NYT website is nothing but supportive of the mandates.
