To borrow a phrase from another movie, "... Only way to be sure is to nuke it from orbit." Which for the citizenry means the following. Any politician who is an incumbent from say 2005 forward must be eliminated, preferably by primary elimination. Other means if that is not a option. That means anyone based on the criteria regardless of whether they were on some list or not.
Its the only option that terminates any hint of suspicion.

As to the only reason for 2 admins have covered it up is to assume it would be so purgative to the body politic that releasing it unedited is in the public interest, and it should be given front page coverage on every newspaper in the country, and 24/7 on the news channels, until everyone implicated either resigns, or kills themselves, and probably ideally both.
Anyone who chickens out on that should be prosecuted under state and federal statutes to the fullest extent of the law, and sentenced to full terms for every count.
Easy peasey. Oh, and not coincidentally, the way things are done in a nation of laws, rather than an oligarchy.

The conspiracy and cover-up are far worse. Guillotines and nooses are in order all around, and that's becoming far more likely to be far less than purely rhetorical. When it comes to criminal conspiracies inside the government (and in the media, etc) "too big to fail" (i.e., too big to be allowed to be revealed for fear of the society-wide consequences) is bullshit. The bigger the conspiracy the MORE crucial it is that everyone involved be identified and removed. By any means necessary.
It's the only way to restore any confidence in those who remain in power. It can only be "too big to fail" in the sense that it's too entrenched to be removed except by removing heads as necessary.

AG Pam Bondi stated publicly and unequivocally in February that she "had the client list on [her] desk, in the case file". Now, miraculously, "there is no client list". {cf. the dog ate my homework} Sh'yeah, as if. For the sitting Attorney General of the United States to pretend the memory of the public on such a well-publicized point is as short as her credibility is risible.

A more prudent blogger wouldn't publish concoctions at odds with such reality, but then again, this is Branca, so prudence and familiarity with the exact points at issue is seldom part of the equation.

Branca assured one and all that Baldwin was entirely and undeniably guilty as charged based on Branca's complete unfamiliarity with on-set safety protocols, while I pointed out Baldwin wasn't and never could be because of exactly those protocols, then further pointed out where true and entire culpability would lie, and Baldwin would never serve a single day in jail.
Turns out the prosecution hid crucial exculpatory evidence, which became apparent rather rapidly, resulting in a mistrial with prejudice, because Baldwin wasn't legally culpable, and thus he never spent a single day in jail.
History may not repeat, but it rhymes, and Branca to date is best used as a south-pointing compass. His contentions are always theoretically plausible, if only one completely ignores all known facts at issue.

Not counting the news outlets or websites along the full range of accuracy and veracity, I follow multiple actual individuals' handwritten blogs. (Bot news aggregators don't thrill me.) Looking them over, many are current serving or former military and a couple are some variation of high-speed low-drag elite forces ninjas. Or just funny as all. Because life without humor is just despair. So in other words, the same folks I trusted in the military not to wet the bed, sh*t themselves, or otherwise run around like headless Nancys, are the same folks I trust on the interwebz, for demonstrating pretty much the same trustworthiness and circumspectly responsible behavior.
