Yes....but the NVA/VC eventually prevailed and took over ALL of Vietnam. And they had zero qualms about sacrificing millions of lives....on both sides...to win.
The NVA sacrificed the VC to a man, (they essentially ceased to exist after Tet) and finished that job after the war. Useful Idiots always end up in the same body-filled trench as their nominal enemies.
When you know the back story to that photo the proper reaction is "You get what you deserve." That being said, I'm also reminded of the story of a US General talking to a NVA General at end of the war who stated "You never beat us in battle." And the NVA General thought about that for a second or two and replied, "Yes, but that is irrelevant."
Ask the Viet Cong how the North Vietnam occupation went for them; when the useful fools were no longer useful.
