Chiefs of police are political appointees and that colors the entire department - they report to politicians. A sheriff is an elected official who reports to his constituents. In my experience police departments lean left whilst sheriff departments are conservative. With that preface, it would be interesting to run an analysis on police shootings for (say) the past 10 years and break it out by type of LEO.
